The veteran supervisor, on the board since 1958, was chosen to fill the unexpired term of the late Charles Kessler. The session also debated mileage payments and budget items, finalizing a 10 to 4 vote to reduce the official mileage rate from 15 to 10 cents per mile amid concerns over double standards and unpaid costs.
