Washington reports conferees trimmed the emergency public works bill from 118 million to 116 million and restored the provision allowing interchangeable sums by the President. They removed a Senate amendment requiring local labor on projects and cut the land road work appropriation from 5 million to 3 million.
Washington reports House Democrats were urged to oppose any reduction of the $60,000,000 drought area farm loan appropriation. Rep. McDuffie of Alabama warned the House committee's early next week bill would suspend rules to block amendments, calling it a gag rule and urging colleagues to defeat the motion.
Washington December 13. The Mellon plan to let corporations deduct charitable gifts from income taxes meets resistance in the house ways and means committee led by Rep Bacharach New Jersey who says stockholders own the funds not the corporations. Chairman Hawley indicated hearings may be delayed from early expectations.
State auditor Tom Wisdom submitted to Governor Hardman the annual audits for 14 state boards including osteopathic examiners optometry dentistry nursing law nursing and more for the year 1929. The boards covered span medical licensing accounting architecture and veteran affairs.
An unnamed American citizen contributed ten thousand dollars to support preparatory work for the League of Nations conference on calendar reform. The calendar reform item is slated for the agenda of the next League conference on communication and transit late in 1931.
Newark New Jersey December announces dividends totaling 86 299 000 a new high up 15 268 000 from 1929 with 53 566 000 allocated to industrial policy owners and 32 733 000 paid to holders of other policies.
Havana reports government arrests of numerous agitation leaders tied to recent unrest as constitutional guarantees suspend island wide. Dozens of warrants target nationalist figures and anti administration figures, prompting a wave of departures to the United States while most of the island remains calm aside from brief riots in Cienfuegos and Havana.
Gilbert H. Beesemyer, official at the Guaranty Building and Loan Association, confessed to misappropriating more than 8 million dollars. Rupert L. Fleury, vice president and auditor, testified before a grand jury and was jailed, while Miss Ethel Flanagan, head book keeper, was held for questioning. Beesemyer claimed sole responsibility for the losses totaling about 7.66 million dollars converted to his personal use. The Guaranty Company, with 25,000 depositors and over 17 million in deposits, is now under oversight by state officials Charles A. Whitmore and Milton O. Shaw.

Ray Stecker, Cadet halfback from Hazelton Pennsylvania, sprinted 57 yards on a reverse to clinch a 6–0 Army victory over Navy at Yankee Stadium in front of about 70,000. Army dominated most of the game, with Navy threatening at the 25 yard line late in the fourth period. The game drew gate receipts totaling around 600,000 for charity.
In Bombay on December 13 a crowd of nationalists of the Congress party clashed with police after a lorry carrying foreign-made cloth ran over and killed a nationalist sympathizer. One woman and seven men were injured as authorities cordoned Kaldevi Road while moving the body toward Chowpathy Sands.
In Prague Czechoslovakia on December 13, about one hundred applicants, including several university graduates, sought the job of state hangman after the previous executioner Broumarsky was dismissed for leaking secrets to the press.
The 86 year old Zenana Curtis, grandmother of Mrs Zenana Shepard, testified for Major Charles A. Shepard at his murder trial in Kansas City. Prosecution closed its case with Shepard’s alleged statement to federal agents that Grace Brandon would not be a liar if she claimed he would divorce his wife and marry her.
In Kansas City on December 13, the defense began presenting its case in the trial of Major Charles A. Shepard, army medical officer charged with poisoning his wife. The government had finished reading a statement attributed to the defendant by federal agents that contained statements opposing prosecution evidence.
Senator Robinson of Arkansas announced his intent to oppose the confirmation of Frank R. McNinch of North Carolina to the United States Power Commission. The move signals a partisan challenge in the approval process.

More than a hundred passengers were aboard. the four front cars reached Memphis and the rest were moved by a special train.
G Arthur Howell, a leading figure in local insurance and member of Haas and Howell, died at his Atlanta home from a heart attack. He was a native Atlantan survived by his widow, two daughters Miss Catherine Howell and Miss Mary Adair Howell, and son Arthur Howell Jr. Funeral services are set for tomorrow afternoon with Rev J Sprole Lyon officiating.
Cadet John McCullough Hodgson of Athens Georgia forced to bail out when his plane's wings collapsed near Kelly Field San Antonio Texas. He leaped at 2000 feet and landed unhurt aside from facial scratches as the plane crashed nearby. He becomes a Caterpillar club member for the 2000 foot parachute jump.
Federal troops clashed at dawn near Ayerbe, taking about a hundred prisoners, seizing equipment, and driving a rebel regiment back toward Jaca. General Berenguer claimed the revolt was crushed and loyal forces advanced from Saragossa toward Jaca, with defending officers to be court-martialed and martial law declared in the garrison.
An Ex change Telegraph dispatch from Madrid said that several leaders of the Spanish revolt will be shot to morrow.
Madrid reports a full fleet of thousand troops moving against the revolt at Jaca in the north, converging on Ayerbee where rebel infantry and artillery clash with loyal forces at daybreak. Authorities say unrest limited to Huesca province with rebels estimated from 1,000 to 6,000 and armed from seized garrison stores.
Royal Spanish infantry cavalry and artillery advanced from Huesca to confront a strong revolutionary force entrenched at Ayerbe about 20 miles away. The government claimed control of the situation and predicted the fledgling revolution would influence Spain's crown.
