Front Royal residents face higher power charges as the town council approved increases in facilities charges for both residential and commercial customers. Residential facilities rise from 6.24 to 7 per billing period, commercial from 6.40 to 7.16, while usage rates stay the same. Residential customers pay 8.49.
Budget notes show water after hours calls rising to 30 cents. Environmental and tire fees would climb with rims and sizes. Commercial electric rates set at 11.51 cents per kWh for the first 700 and 7.56 cents thereafter. City manager Joe Waltz cites wholesale power costs and a diversified energy portfolio as reasons for higher charges. Councilman Connolly says trends point to statewide increases, but the town aims to stay ahead.
A new Virginia law requiring enhanced mental health training for school counselors takes effect July 1. The measure, SB 1117, strengthens education guidelines and mandates recognition of mental health disorders and behavioral distress for initial licensure or renewal, with sponsorship by Sen. McPike and Del. Watts.

Front Royal man Bradley Russell Rich, 19, was arrested June 6 in Fort Valley on one count of rape after allegedly having unwanted sexual contact with a 15 year old acquaintance while camping on May 29. He is held without bond in Warren County jail and is due in Shenandoah County Juvenile and Domestic Relations Court.
Cecil Randolph Settle 81 of Summerville South Carolina and husband of Audrey Ridgeway Settle died June 8 2017. Services are private. Memorials may be sent to Parkinsons Disease Foundation. He was store manager for Safeway 38 years and enjoyed travel motorcycles hunting and fishing. Survived by spouse three daughters two sisters and many grandchildren and great grandchildren. Arrangements by Parks Funeral Home.
