In Shenandoah over 800 of February water bills were delayed as USPS restructured bulk mail handling. Beginning next month a Shenandoah representative will still deliver mail to Elkton but can then have it sorted at Shenandoah or by Elkton staff. the change aims to keep bulk mail from Richmond processing.
