Senate Nixes McGovern bid for Phase IV role
The Senate voted 49 to 2 against Sen. George McGovern's plan to force a congressional role in shaping Phase IV economic controls after the price freeze. He urged notifying Congress 15 days before Phase IV and any major changes, allowing Congress to modify the program if found unsatisfactory. Sen. Edward Kennedy proposed next week to freeze rents at current levels for the price freeze duration. Kennedy's plan follows a prior 50-38 Senate vote and a House rejection, with an amendment to the debt ceiling bill under consideration. The Finance Committee also advanced a measure increasing Social Security by 5.5 percent starting Jan 1, plus higher guaranteed income for eligible welfare recipients.
