Fifty thousand residents crowd upper floors of homes without gas water light heat or food as Dayton endures a monstrous flood. Rescue remains near impossible with the death toll rising and relief efforts awaiting the receded waters of a once gem like city now a marine disaster zone.
The message urges nationwide support for flood victims in Ohio and Indiana. It directs contributions to the Red Cross in Washington or local city treasurers, stressing urgency and shared responsibility in relief efforts.
Governor Cox received a telegram from his secretary reporting up to 2000 deaths and water up to the Phillips House second story. Dayton is devastated with thousands marooned, food scarce, and the city cut off as rivers flood through the night.
Relief workers reported hundreds missing as floodwaters cut roads and stopped boats. Gov Cox officials warned death toll could rise beyond 500 and urged residents near the levees to seek higher ground.

John A. Welch, a bay shipping operator and part owner of the Apollo and launches Lucile and Irma, was adjudicated a bankrupt after a voluntary petition showing debts of 44414.50 and assets of 36822.50. Principal creditors include Bank of Mobile and three named individuals. assets include 17 shares in Apollo. Lucile and Irma are to a receiver and may continue operations. Welch had disposed of major Apollo interest.
Walter K. McAdory grand master of Alabama’s Grand Lodge of Odd Fellows arrived in Mobile from Birmingham on Wednesday afternoon and will be the guest of local lodges tonight. A special dispensation was granted to the Rebekah degree to be conferred here with plans for a breakfast meeting in Huntsville.
M B Wellborn president of the First National Bank of Anniston became president of the state board of convicts inspectors. He said he could serve only a few weeks due to personal business. Governor O Neal asked him to aid in reorganizing the department after Oakley’s arrest and removal. The oath was sworn before Mrs Mamie Offutt in the secretary of state’s office.
Associated Press reports a Scioto river flood in Columbus Ohio claiming at least 150 lives. As telephone links to the west side return, twenty two drownings are confirmed and the missing tally nears twenty.
The Ohio House, under suspension of rules, passed a bill appropriating 250000 for flood relief. The governor controls the distribution, and the measure took effect immediately.
James Harolston Lewis of Chicago Democrat won the long term U S Senate seat, breaking a two month stalemate in the legislature and aiding the Wilson administration. Secretary Bryan was sent into Illinois to influence the contest.

In Zanesville Ohio boatmen demanded payment at 4 AM from imperified houses district until paid for services. Militiamen joined with boats and guns to force the work as water level rose to about thirty eight feet with prospects of higher stages approaching forty feet.
