President Wilson finalized a plan to settle the threatened railroad strike. The plan calls for an eight hour day with overtime pay and sets up a commission to investigate other unresolved issues, with a conference in Washington to follow.
President Wilson delays further talks on the railroad strike until tomorrow and will receive the general committee of 640 workers in the White House East Room. Meanwhile the managers committee and the employes committee will meet to discuss tentative plans.
President with Judge William L. Chambers will stay in touch with railroad representatives as talks continue. A federal commission would investigate collateral issues but could only recommend, not enforce, with possible Thursday meeting between the president and managers’ committee.
Two derelict vessels at Pensacola Florida will be towed to Mobile for extensive repairs within days. The Avio is to become a barge for Cuban trade and is already set for the move with a 25 man crew preparing it. The J. E. du Bignon lies aground near Perdido Wharf with towboats unable to move it. Efforts continue to right the vessel by parbuckling.
The Rev. Edwin Smith, once pastor at Tilsonburg Ontario, has joined the Royal Naval Volunteers and is now a captain aboard a destroyer in the North Sea fleet. He left his church duties several months ago to pursue naval service.
In an inferior court J J Bromley W E Griner and Dick Gibbs pleaded guilty to violating the prohibition law and were fined 50 dollars plus costs which they paid. The case against Peter Hamel was continued. Morningstar Werneth and Hestle pleaded guilty and paid 50 dollars fines. Williamson had case dismissed. Deputy sheriffs raided road houses near Dog River and Cedar Point road finding a tub of beer at Edward Murray s. Other raids found prohibited liquors at Tom Martin Schroeder Zuckerman and at two saft drink stands.
Police raiding squad found prohibited liquors at Reese Dawson on North Royal street and at Fred Shaffer at Royal street and Smith's alley. Gilbert Anderson was jailed on prohibition violation and released on bond. Edwin Moody was jailed on prohibition violation and released on bond.
Frank W Crenshaw filed a petition to have his name placed on the September 11 city commissioner ballot alongside Mayor Pit Lyons. The 39-signature petition meets the legal requirement and will be reviewed as the City Commission prepares to select officials.
Russian forces press in the Carpathians after a pause, capturing heights west of Vorokhta and Ardzemoy near Jablontan and moving on Lemberg. Petrograd notes Austrian withdrawals westward as fights intensify on the Stanislau Halicz arc while French Somme activity remains limited and Verdun sees heavy artillery with no infantry clashes.
The Washington Weather Bureau warned the Gulf Coast and the South about a developing hurricane. The tropical disturbance, centered about 150 miles northwest of Jamaica and 200 miles south of Cuba, is a severe storm moving northwest toward the Yucatan Channel with expected impacts by Thursday evening.
The Norwegian liner Freda of Caribbean and Southern Steamship Co is bound for New York for temporary repairs after striking the Alacranes reef off Mexico during a July storm. The vessel reached Key West in tow of the tug Relief, three crewmen are missing, and about half the cargo salvaged worth $1,800.
Automobile Club of Mobile will distribute road books to members at a meeting tonight at the Tourist Welcome Club rooms. President G. Adams says much important business will be brought before the membership and urges full attendance and prompt turnout.
Charles Cox faced peace proceedings and was ordered to post a 500 dollar bond to keep the peace for six months after threats against several people. In default he would be jailed. Other docket items include Easie Peterson for affray and busting public road delays with resets set for August plus R. E. Brown for public drunkenness.
Mrs. Willian Murphree wife of James B. Murphree of Mobile won custody of her three year old niece Lois Patton Spivey and guardianship of a $15 000 estate after a long legal fight that moved from Birmingham to the Alabama Supreme Court. The case involved challenges to a bank becoming guardian of a minor and adoption proceedings deemed no avail. The decision affirmed kinship and best interests of the child while restricting bank guardianship, a ruling seen as far-reaching.
Petrograd reports between June 4 and August 12 Gen Brussiloff's forces captured more than 358,000 Austro-Hungarian troops. The campaign included seizures of heights west of Vorokhta and Ardzemoy, with Austrians retreating west. Captured: 7,757 officers, 350,845 men, 105 cannon, 1,326 machine guns, 336 mine throwers, 292 powder carts.
F. W. Hines, a white man, was held to the city court under a $500 bond by Recorder Edington on a charge of embezzlement. Testimony stated Hines embezzled $15 from R. W. Jones, a dairy operator, for whom Hines worked as a driver.
