General Joffre told King Albert and Premier de Broqueville during a Belgian HQ visit that the war would end soon in favor of the Allies. A Dunkirk dispatch carried by the Eclair quotes him predicting rapid victory amid ongoing fighting.
Petrograd reports Austrian peace efforts aimed at separate settlement with Germany. The Austrian emperor allegedly approached Berlin via the pope seeking to end the war but failed and now negotiates through Petrograd, offering to surrender Bosnia Herzegovina and Galicia.
The British steamer Lockwood was torpedoed by a German submarine Friday night off Start Point, Devonshire. Built in 1896 the vessel measured 677 gross tons and 236 feet in length. Her crew was rescued.
A royal decree issued in Rome via Paris on April 3 bans the present or future use or hire of any kind of boat by foreigners.

Parsburg, W Va April 3 Beginning May 1 all railroads in West Virginia will raise passenger rates from 2 to 2 12 cents a mile according to railroad officials. The Austrian tribunal at Laibach condemned in his absence aviator Johann Widmer of Trieste to be shot in the back for deserting the Austrian army and seeking to enlist as an Italian pilot. Widmer is reported to be safe in Italy.
In New York on April 3 a federal court hearing requested receivers for the International Mercantile Marine Company. The New York Trust Company filed the bill of complaint against the International Mercantile Marine, the Fidelity Trust Company and the International Navigation Company.
Mr George G Card secretary and Mr George A Maloney farm demonstration agent of the chamber of commerce left the city Saturday morning in Maloney's car for Mount Vernon to inspect the dipping vat recently completed there If the vat meets requirements the chamber will give the community a bull kept at Dr W H Kemp's Kushla farm Animals at Dr Kemp's farm will also be inspected.

Governors and road advocates meet in Chattanooga to discuss building the Dixie Highway linking Chicago to Miami Florida. Indiana’s Gov Ralston hosts with McCreary Rye Slaton among attendees. Trammel Dunne Willis send representatives. Delegations from Indianapolis Dayton Cincinnati Louisville Nashville Atlanta Macon Rome Savannah Dalton Birmingham and other cities attend. The session features local spokesmen outlining route advantages and a parade and cavalry review precede a banquet tonight.
