Judge ruling reshapes minority districts in Texas races
A three judge panel ruled last August that three congressional districts in Texas Houston and Dallas were drawn to boost minority voting power. The 18th and 29th districts face redraws in 1995 while the 8th District remains a Houston black stronghold. The decision follows a wave of court actions against racially gerrymandered districts and cites the Voting Rights Act amid ongoing political contention.
