Gen Smith Admonished and Retired by President

Secretary Root delivered the case from Oyster Bay after Gen Jacob H M Smith was court-martialed in Manila for orders to Major Waller. The court found guilt and the President admonished and retired Smith at age 62. Root’s circular explains the limited fatalities under the kill and burn order.

Slowlifted crowd at Evans meeting in Charleston hall

Special to The State Charleston July 15 The senator and congressional candidates met at Hibernian hall in Charleston with about 500 in attendance. An alleged plan to heckle ex Governor Evans was blocked by police led by Chairman Thayer as Evans delivered his remarks amid applause. The gathering showed patience for heated rhetoric from past campaigns, with no violence or personal attacks. Col Elliott received an enthusiastic ovation comparable to earlier praise in George town, while an Irishman droll remark tempered the mood.
