North Carolina proposal targets unemployment debt and benefits
North Carolina lawmakers unveiled a plan to repay nearly 2.5 billion in federal unemployment debt by raising business taxes and cutting future benefits. The measure would erase the 2015 federal loan, restore the trust fund to about 2.5 billion by 2021, and shift costs to employers and future jobless workers. Critics warn reduced benefits hurt those the system serves. The plan lowers weekly maximum from 525 to 350 and cuts maximum weeks from 26 to 20, with a sliding scale for minimum and maximum benefits, starting July 1 for future unemployed.
