British home rule scheme outlined by war cabinet member
London reports George N Barnes a labor member of the war cabinet proposed a federal home rule plan with five separate parliaments in the British Isles including an imperial parliament for the United Kingdom. He argued separate US style assemblies would help settle Ireland and postwar social and industrial issues. The outline was shared at a welcome for the British labor delegation returning from America and marked farewell to the visiting American labor mission.

Move to Suspend New Postal Rates
Washington May 13 Suspension of the new postal rates for second class matter appeared likely in the senate today. Senator James Watson of Indiana offered an amendment to suspend zone rates from July 1 1918 to July 1 1919. Postmaster Burleson opposed the suspension but support for the Watson amendment grew as publishers argued the zone rates burden business and limit circulation. The Post Office Department says the new rates are needed for department finances and the war burden on mail. Suspension would buy time to work out more favorable rates for all.
