Washington January 9 the district court of appeals affirmed the district supreme court ruling denying Miles Sugar Manufacturing and Planting Company of Louisiana a mandamus to force Secretary Carlisle and Internal Revenue Commissioner Miller to pay sugar bounties under the law despite tariff repeal. The case was a test suit and the planters still face an appeal to the United States Supreme Court after losses in all lower courts.
Eugene V. Debs and his associates jailed for contempt surrendered to U S Marshal Arnold at Cuicano. Jail committals were issued with no court proceedings to seek a stay of sentence. All defendants except Howard and Elliott were present at the marshal's office.

At a trustees meeting in Lack Lackawanna Jan 9 President Seth Low announced two major benefactions to the College of Physicians and Surgeons. The Vanderbilts provided 350000 in equal shares by Cornelius William K Fred W and George W Sloan also funded a new maternity hospital connected to the existing facility.
The National Bicycle show opened at the Lake Front armory and will run through the week. Exhibitions include cycling displays in all departments, living pictures depicting cycling joys and sorrows, band concerts and appearances by John S. Johnson, Tom Keck, Sanger, Zimmerman and other champions.
