Distinction Suggested Between Normal Laws and Commandments
Rich ard Washburn Child, author and National Crime Commission acting chairman, urges George W. Wickersham to distinguish between normal laws and governmental commandments. He argues law on the books should be separated from social will as practiced, warning that treating all laws as equal can harm respect for law. He notes the Sixteenth Amendment and related commitments and cautions even the drys and wets may err in failing to distinguish between formal law and living social norms.
