CHESTERTOWN Md May 11 Using county prisoners to clean city streets proved a bargain at 50 cents a head and city fathers complained they could not obtain more prisoners. Mayor Phillip G Wilmer sought legal aid to force a show down after only two prisoners were available from Kent County Jail. He praised two negro short-termers who worked yesterday and asked Sheriff John N Bennett to assign four men for street cleaning under Kent County law which allows payment at 50 cents per job and imposes a two day extra sentence for each day prisoners refuse to work.

More Meters Ordered on West Franklin Street
The Board of Street Commissioners ordered 80 parking meters to be installed in two blocks of West Franklin Street between Potomac and Prospect. The meters, same make as last year, offer 12 minute parking for a penny or one hour for a nickel, with work to complete this month. Also, Probationary Officer Edward Kuhlman was made a regular officer. Bids for switch gear and control equipment for a 5,000 kW generator at the municipal light plant had no awards, averaging about $20,000. Bester and Long Company won the contract to furnish asphalt emulsion for the street department.
