Keedysville weather observer J A Miller reports two inch rainfall since Sunday improving corn prospects and aiding late apples. August totals reach 1.48 inches at Keedysville and 2.03 inches at Chewsville near normal. Early corn crop praised though peaches ripening not helped by showers. Minimums 56 and 54 with August cooling. noted 40 degrees on August 31, 1934 and lowest this month 48 degrees.
George D. Scott, 24, a Glen Island, Virginia, soldier, was arrested last night by Patrolman James Ray on a charge of stealing a pint of whiskey from Kerney's store on the Square.

Cassadaga New York August 27 Dr Ralph Bruckheimer fifty touched a water faucet while wearing an electric headlamp and received an electric shock so severe his right shoulder bone shattered. A Jamestown hospital attendant said the muscular contraction was so strong the shoulder bone was as completely shattered as if struck by a small shell.
Albert M. Powell, Lewistown superintendent of state hatcheries, announced that thousands of bass fingerlings about four inches long will be stocked in September. The program, now in its fourth year, aims for five-inch fingerlings that can fend for themselves in natural streams. Smallmouth bass fingerlings were released into the Potomac, obtained from the Federal hatchery at Leetown, W. Va., via Representative William D. Byron.

Philadelphia judge Theodore Rosen, a World War I veteran who lost an arm and an eye, died of bronchial pneumonia at Mt Sinai hospital. He would have turned 45 on September 20. He received the Distinguished Service Cross for gallantry in action after drawing machine gun fire to allow two officers to escape, and he fell with 19 bullet wounds as a lieutenant in the 315th Infantry, 79th Division.

Ezra B. Whitman of the State Roads Commission announced four projects for the 1941 roads building and improvement program including a one mile connection near Can non avenue to the city limits at 225000 dollars. The plan also covers a Baltimore extension at about 200000 dollars and a La Plata to Potomac river bridge segment around 600000 dollars plus a Baltimore Back River bridge replacement as part of Eastern avenue dual highway work totaling about three million dollars. D Contact over rights of way for the dual highway within Hagerstown remains unsettled with the mayor and council seeking a definite completion date for one lane before funding rights of way. The remaining twenty miles of the dual highway to Frederick were not referenced.
Continuous rainfall raises the Potomac and its tributaries with a swollen muddy river and increased flow in nearby streams. The downpour also replenishes water supplies in several small streams that had previously ceased running, though the rise is not deemed alarming.
National Park engineers announced water will be introduced into the C and O Canal from Seneca Maryland to Great Falls. The test flow will progress slowly from Lock 3 to Lock 20 as the canal, dry for 16 years, is rewatered. Only roadboats and canoes will be allowed during the period. Reconstruction driven by Representative William D Byron aims to restore the canal to its full length and transfer to the National Park Commission for recreation use.

Post office records show only two aliens registered at the local Ha gerstown Post Office this morning amid cloudy weather. Postmaster Thomas M. Diplomatic dispatches from Bucharest say a bloody border clash near Dorohoi in northern Moldavia left hundreds dead on both sides. Over 300 Romanians reportedly fell as Soviet forces crossed into Romania. two Russian planes were shot down in combat with six Romanian fighters.
Mrs Earl Baldwin drove her husband to a doctor for a heart ailment when a watermelon hurled from a wagon shattered the windshield. The 52 year old rancher died after gasping and clutching his chest.

Cairo Aug 27 British naval strikes against Bardia and Bomba in Italian Libya inflicted a severe setback on Italy's North African forces.
