Owensville Mayor Convicted in Payroll Tax Case

Owensville Mayor Robert T. Hyde was convicted by Municipal Judge Firmond E. Shannon on two counts for failing to file reports with the Cincinnati tax commissioners on 1959 and 1960 earnings. Sentence withheld pending motions for a new trial. Hyde, a Taft Sanitary Engineering Center employee, led efforts to urge Cincinnati to share payroll taxes with workers’ home areas. He was reelected mayor at the November 17 election. Attorney Flack Douglas argued Owensville residents were not to pay Cincinnati payroll tax, asserting Cincinnati had no jurisdiction over non residents. Tax Commissioner George Schiele said Hyde paid $80 on $8,853 earnings in 1959 and $44 on $9,349 salary in 1960 under protest and did not file a return.
