Clermont County to pilot adult job placement program

Clermont Human Services Board welfare director Oney outlined an adult labor program for Clermont County aimed at matching unemployed adults with private employers. The plan, not a welfare program, would operate on a one to one basis using part of the county engineer’s barn for administration, similar to a Rent A Kid model but with adults. Commissioners will decide next Monday after reviewing the report.

Commissioners Approve Parker Road Drainage Study and Grant Plan

County commissioners approve a drainage analysis for Parker Road and county basins. $6,000 of a $20,000 HUD engineering grant will fix Parker Road in Goshen, with $14,000 for preventive measures countywide near Oxbow Creek. Parker Road contract awarded to Santoro Engineering Company Batavia.

Postal Rates Rise For Second Class Mail In July

USPS announces a July 6 rate increase in second class and controlled circulation mail. The move continues temporary rates under the PRC schedule and could rise further after the September 1975 USPS Board of Governors proposal. Out of county per pound rates climb to a 4.3 percent increase with per piece cost from 0.6 to 0.8 cents, while in county per pound stays level and per piece moves from 0.4 to 0.5 cents, with further changes possible if the September request is approved.

OKI proposes sewage plan for East Fork Lake region

The Ohio-Kentucky-Indiana Regional Council of Governments outlines a 6.4 million plan to build a Bethel sewage plant and expand the Amelia-Batavia facility to serve Williamsburg and nearby villages. The plan aims to meet federal standards and address infiltration and inflow issues while including Holly Town Mobile Park and Berry Mobile Gardens. Owensville system not yet included.

Clermont County seeks reasons for grant rejection to plan mental health center

The Clermont County Board questions a June HEW rejection of a 73000 planning grant for a comprehensive community mental health program. HEW cited need assessment methods and fiscal accountability concerns. The board cites strong local support and aims to revise and resubmit, using forthcoming feedback from HEW official Michael Houlihan.

Youth Services Bureau seeks local funds amid district aid shortfall

Dennis Donnelly says Clermont County commissioners and the Youth Services Bureau have not received hoped for contributions from local school districts. They aimed for about 700 per district to raise roughly 16,000 locally, part of an 86,000 annual budget. State and federal funds total 47,000. local matching must fill the rest. Two districts have denied aid. possible 17,000 from Title XX may rely on 5,000 local match.

County sets hearing on Little Miami-East Fork sewer plan

Clermont County Administrator William Whitford announced a public hearing is planned for August 26 on the Little Miami-East Fork regional sewage treatment plant and collection system. Federal right of way rules now require parcels to be appraised and purchased at true worth, with start of appraisals. The project, near the Miam treatment effluent, is EPA regulated and 75 percent of costs are covered by an $8 million grant. The system would serve about 1,000 customers. Nine Mile Creek improvements are also in planning.

Welfare budget ceiling overdue in Clermont County

A State Welfare Department report says Clermont County’s administrative budget ceiling for 1977 is overdue by about three weeks. County welfare chief Wayne Oney expects a possible but uncertain increase. a state-wide cut is unlikely absent new guidance. The piece notes a 10 to 1 program to administration spend ratio and Medicaid funding strains across Ohio.
