Norma Kincaid of 4220 Roselawn Batavia received the Governor's Award for Community Action from State Rep. Harry C. Malott on behalf of Gov. John J. Gilligan. She has fostered six children and was named Citizen of the Year earlier by the Batavia Businessmen's Association for her volunteer work supporting the needy and disadvantaged.
