County commissioners should receive a letter this week outlining terms of a gentlemen's agreement to grant the Ohio National Guard 30 acres of county land in exchange for space for the county Disaster Services Agency. The site behind the animal shelter would host an 18 to 24 month project with a 99 year lease, a new armory for 400 men, vehicle maintenance, rifle range, storage for 50 to 100 vehicles, and parking. If completed, construction could start in late 1985 with FEMA funding anticipated after a timely project application.

Manteuffel plans to relocate 40 current staff with 50 more later, creating about 720000 in annual payroll.
