Temperance for votes and politics raised by Governor Foster

The Wilmington Journal states some say Foster preached temperance for votes. He was accused of log-rolling for votes, hobnobbing with the wealthy and shaking hands with the poor while promising temperance to prohibitionists. His leadership is questioned as a poor organizer, yet he remains a capable state leader. The President Arthur message is praised countrywide, with expectations of reform and prosperity, and the full text is available outside.
