He argued nine in ten delinquents showed social adjustment troubles before age 11 and that teachers lack time and training to help. Jackson, a candidate for the State Legislature, noted prevention saves tax money and aids troubled children.

Two Bethel youths and three from Williamsburg were charged with speeding and had licenses suspended six months. A 17 year old Batavia youth faced a one year suspension and a DWI charge was noted.

Body Found in River Establishes Identity
The body of Seymour Crowder, 42, was found in the Ohio River at New Richland. John Platt, 16, first spotted the body and notified Robert Bodkin, insurance agent, who alerted Police Chief Charles Spaulding. Crowder, single, lived with sister Elva Turner. Brother-in-law Joseph Gorham said Crowder had been missing about three weeks. Dr. Harry Breuer, acting coroner, conducted a preliminary examination before autopsy at Cincinnati General Hospital.
