Elyria considers a one mill relief levy for two years to fund direct relief for about 770 people. Mayor Petro called a special session to seek council approval for a November vote, outlining city and state funding shares and monthly costs, with relief funds reverting from county administration on October 16.
County commissioners announced the public hearing on the 1940 budget will be held October 10 from am to 4 pm, not October 4 as previously announced. The board tentatively adopted a total budget of 610 394. Chairman John E Davison said letters would invite chambers of commerce and civic groups to attend, marking an effort to enlist public interest in the budget adoption.
London radio reports Warsaw still fights heavy siege by German forces. Praga on the east bank of the Vistula is shelled as German troops press the capital with air and artillery bombardments. A German attack on Zamojsce was repulsed and two German planes were shot down. The demarcation line gives Praga to Russia and the rest to Germany while fighting continues along the Vistula and in nearby suburbs.
Mostly cloudy showers persist in northern Ohio tonight with southern areas seeing showers late tonight or Sunday. Warmer in the south cooler in the far north tonight with a much cooler Sunday. A trough from Quebec extends southwest across the lower lake region toward California. Highs centered over North Dakota and the middle and south Atlantic states.
Miss Ada H Reefy dies suddenly at her 330 Third Street home after a three month heart illness. Survived by siblings Evan Reefy, Alice Reefy Arnold, Rollin Reefy, and Park Reefy Arnold. Born in Roanoke, Indiana, she and her family moved to Elyria, Ohio. A noted singer and voice teacher, founder of Elyria Musical Art Society, funeral Monday at 2 pm at Taylor Funeral Home with Rev. E B Redhead. burial Ridge Hill Memorial Park.
Former Sheriff William F Grail was convicted of bribery in Mansfield and began an indeterminate sentence. He will be eligible for a Parole Board hearing on November 1 while housed at London Prison Farm after transfer from the Ohio Penitentiary. Two other defendants, William Peer and Harry Ziegman of Lorain, remain free on bond awaiting action by the Ohio Supreme Court on a rehearing petition.
Pittsburgh dispatch reports that charity is a major beneficiary in the will of Joan Franklin Miller, former Westinghouse Airbrake Co board vice chair. The estate exceeds 1 million dollars. Of that, Wooster College receives 25,000. Presbyterian Hospital 96,088. Edgewood Presbyterian Church 6,000. Rome for Aged Protestants 8,000. Board of Foreign Missions Presbyterian Church 2,098. and a 90,008 share to National Isabowe Presbyterian Church.
A Lorain motorcyclist John G Csontos 21 died at Flynn Memorial Hospital after a 5 pm crash on Route 204 in Avon involving two cars. Passenger Marie Dirda 22 escaped serious injury. The two drivers were J F Weibel and Clarence Willard. Police reported multiple injuries in separate early morning crashes on Route 20 near Ridgeville and a Broad Street parking collision.
London September 23 The Kittiwake a 510 ton naval patrol vessel with 60 men aboard struck a mine in the English Channel on September 20. Five crewmen are missing presumed dead and two injured are under hospital care. The ship returned to harbor for repairs. The Kittiwake is the second Royal Navy casualty of the war following the sinking of the aircraft carrier Courageous by a German submarine with 578 lives.
More than 100 Jorain County residents expected to travel to the national American Legion convention in Chicago where the Elyria Post No 12 drum and bugle corps will compete for top honours. Fifty corps members plus Post No 12 officers and Lorain Post No 30 will depart by train at 8:30 am with others planned by car. Members have rehearsed weeks for the national contest and hope to achieve the highest rating among Ohio corps, also taking part in the Legion parade before returning to Elyria next Wednesday.
In Fremont on September 23 Velma Baker Fink 22 admitted taking the life of her 11 week old son. A jury of eight women and four men ruled she not guilty of first degree murder, finding temporary insanity after childbirth and troubled domestic life. She will be committed to Lima State Hospital for care.
Four hundred young anglers joined the Ely Park fishing party as 200 lines hit the water at 9 am. Fish fled to the pool center near the fountain, slowing catches. Harry Wolf, 12, of Furnace Street, claimed the first three pound silver catfish after three lines. Most fish stayed hidden, with only about ten pulled from the water by mid afternoon. The event continues daily 9 am to 6 pm next week, closed Sundays.
Warsaw mayor and civil defense chief Stefan Starzynski reports to United Press from the siege of Warsaw. He says German bombing destroys buildings and civilians suffer tens of thousands of casualties, with food shortages worsening infant health as Polish troops defend the capital. He pleads for timely aid from the civilized world to save Warsaw.
United Press reports the death of Col Gen Werner Von Fritsch the former commander in chief of the German Army. The army announced a state funeral and offered no details on how he died while noting he had commanded an army unit advancing toward Warsaw from East Prussia.
A new barn on the George Horwedel farm along Steve Moore road in Avon was totalled by fire this morning. Officials could not determine the cause but suspected spontaneous combustion from a straw stack. Fire departments from Avon and Sheffield Lake failed to save the barn. A nearby chickenhouse was damaged but did not spread to another barn or the house nearby. All livestock were rescued, and the barn’s hay supply was destroyed.
Common Pleas Judge Dana Reynolds issued a writ of mandamus ordering Secretary of State Earl J Griffith to transmit Democratic petitions for a referendum on the new civil service law to county election boards by 6 pm Monday. The ruling says Griffiths rejection of the petitions usurps authority and deprives boards of signature checks and sponsors of chance to gather more names. the decision will be appealed.
Berlin reports that Lemberg surrendered to a German mountain division after a Russian relief, ending major Galicia battles. Since Sept 1 German forces took 103,900 prisoners, 252 light guns, 23 heavy guns, 37 armored cars and other materiel. Gen Bortnowski and staff captured on the Bzura River sector west of Warsaw.
Massillon report states Paul H Doney 28 of Strasburg died at City Hospital from injuries after his motorcycle struck the rear of a car driven by Lola Sampeel of Beach City on Route 21 four miles south of Massillon at night. Doney reportedly misjudged distance while attempting to pass.
Rev Karl P Meister elected president of the board of trustees for the North East Ohio Conference in Cleveland. Meister, superintendent of the Norwalk District, is one of nine members created since church unification. The Meisters live at 321 West Avenue near Elyria Home for the Aged.
Amherst prepares for its 125th anniversary festival with homecoming services, a union service led by the Oberlin Glee Club, and a main address by Dr L C Wright. The schedule features a town hall concert, Eagle Auxiliary drill, firemen events, a Rotary dinner, and agricultural day with horse shows and ballad and harmonica contests.
Henry Nagorka a young Elyrian will present his experiences in Warsaw at the YMCA Young Mens Club meeting. He studied as a violin student at the National Conservatory and served as a Polish radio announcer from Warsaw for over a year before returning home to Elyna for a vacation. He planned to resume studies in Warsaw but the war forced him to stay.
ISTANBUL Sept 23 dispatches from the Smyrna area report more than 130 killed hundreds wounded and 4000 homeless as villages are destroyed by yesterday's earthquake.
In Zanesville Ohio civic leader Louis F Shew dies after years of community service. The obituary highlights his roles with the merchants association and local relief committees, noting his leadership in city affairs and public health initiatives.
Paris dispatch reports German troops launching three renewed assaults east of the Saar River with heavy artillery on both sides. French high command notes intense night fighting, observers report German shifts near Deux Ponts and the Lau ter, while French planes claim aerial superiority and monitor German west wall fortifications. Speculation rises about a possible German advance through the Netherlands.
Italian Premier Benito Mussolini told Fascist leaders in Venice that the moment has arrived to end hostilities in Europe. He reiterated Italy’s neutral stance and the cabinet decision of September 1 not to take military initiative. In his first speech since May, he claimed the Polish question is settled and that Europe has not truly entered the war. He warned that armies have not yet clashed and urged avoiding a clash by recognizing history and the peoples’ will.
