County commissioners tentatively approved a 1940 budget totaling 610 884, about 23 983 below this year's general operation appropriation. They noted a 100 000 expected shortfall in operations and set October 4 for a public hearing, with departmental requests totaling 691 746 and many increases requested.
President Roosevelt announced that two foreign submarines were sighted near Alaska and off the northeast Atlantic near Nova Scotia. Martins Ferry Ohio September 2 The Laughlin Tin Plate Company plant idle for a year will resume operations in two weeks, employing 1700 men. Announcement made here today as the plant readies to restart production and rehire workers.
Cincinnati minister Herbert S. Bigelow filed supplementary petitions with 162 734 signatures to place his old age pension plan on the November ballot. He previously submitted 173 493 valid signatures. he seeks 241 288. The plan would pay 50 a month to singles over 60 and 40 to each eligible married person. It would be funded by a 2 tax on land over 20 000 per acre and a quarter federal income tax. Bigelow claims annual cost 56 million and disputes Chamber of Commerce higher estimates.
An earthquake struck the Smyrna region near Istanbul causing alarm as authorities feared heavy casualties. Communication and rescue efforts were underway with officials monitoring aftershocks and assessing damage across coastal and inland areas.

Despite a unified front, several Democrats oppose embargo repeal and vow strong opposition. The policy committee voted 19 to restrict the session to the President’s convening purposes. Opposition leaders promise a vigorous fight against the Roosevelt plan.
Warsaw radio reports 700 civilians killed by German shells and bombs, including women and children. Embassies of Germany and the Soviet Union reportedly hit, with Red Cross facilities damaged. City defenders vow to fight to the last man amid a 101 day siege and starving conditions.

He noted telegram volume surpassed that of other recent speeches. White House Secretary Stephen T Early said telegraph tabulations showed all but eight to ten telegrams supported the President's proposals.
Senator Robert A. Taft of Ohio praised President Roosevelt for a clear statement aiming to keep the United States out of war. He told a Riverside Republican gathering that the nation will stay out by being determined, predicting repeal of the arms embargo and adoption of a cash and carry policy.
Supreme Court Justice Pierce Butler, 73, hospitalized in Washington with a bladder ailment, underwent treatment after losing ground in days. His relapse fuels retirement rumors ahead of the 1939 40 term. he has served since January 2 1683, a conservative foe of New Deal measures.

The Ministry of Information said British warplanes are operating on the western front and have shot down at least one German fighter in France on Wednesday. The announcement marked the first official acknowledgment of clashes between German aircraft and the Royal Air Force on that front. No further details were released.
Paris reports Premier Daladier and Prime Minister Chamberlain held a second conference since the outbreak of European hostilities. Daladier returned to the war office after an all day absence and it was unclear if the talks occurred in England or France or if commanders attended.
