IRS furloughs will cut tax collections and investigations as 19 000 employees lose pay at end of today with up to 20 000 more to be laid off this Friday unless Congress and the White House resolve the budget dispute. Reagan vetoed the $142 billion supplemental bill on August 28, jeopardizing funding through September 31 and forcing reconvening Congress to seek a two thirds override.
