Reagan presses arms talks amid Chicago fund drive
President Reagan challenged the Soviets to negotiate real reductions in nuclear arsenals or face an arms race they cannot win. Speaking at an Illinois Republican fundraiser he defended a big military buildup despite planned Pentagon budget cuts for 1983 and 1984. Man Seized En Route to Kill Reagan in Towson
Isom Joseph Dean Jr., 24, armed with five guns and said to be under PCP and alcohol, told Secret Service he was on the way to assassinate President Reagan. Arrested in Towson near Washington area, he faces federal charges and holds without bond.
