Former Youth Services Director Rogers linked to contractor dealings
A Cleveland AP report says former state Youth Services Director James E. Rogers sometimes met directly with construction contractors at Cuyahoga Hills Boys School. Witness Ronald Stepanik testified he was often excluded from meetings, while three contractors admitted payoffs to Rogers during his 1983 to 1985 tenure.
