Congress approved two bills expanding veterans rights and benefits sending them to President Reagan. The measures create a U.S. Court of Veterans Appeals to review VA denial decisions and grant a 4.1 percent cost of living increase to 2.2 million veterans with service connected disabilities plus 310,000 widows and orphans.
