Avon Lake voters on November 6 will decide on charter amendments to lengthen mayor and council terms from two to four years and to adopt recall procedures. Issues 2 and 3 would also change vacancy rules and note overlapping terms. Issue 4 brings charter recall and initiative in line with state law.
