In Peiping Chinese troops moved northward from the Yangtze River amid rising war fears with Japan. A Manchurian communique noted Japanese planes bombed three train loads of Chinese troops at Tahusan. Casualties were not determined.
Tokio reports Japan asks direct talks with China as the League of Nations Council meets in Geneva to avert war. Baron Kijiro Shidehara dismisses the diplomatic corps to press closer contact with Nanking authorities. China declines direct talks, preferring the league remain the channel.
Bandits attacked the Peiping Mukden Railway, looting Tabua and Chaochiatun stations and stopping a train at Kaoshantac. A guard of Chinese soldiers was beaten back and about thirty people reported as casualties in the first notices.
Washington Oct 13 Interstate Commerce Commission prepared its report on the carriers petition for a 15 per cent freight rate increase predicting a compromise decision. Rejection of the full measure was regarded as certain with railroad men hopeful some relief and counter suggestions to restore earnings.
Voters who moved or who are not yet registered under permanent registration have until 9 p m today to register at the Big Tia Sayings and Trust building. Those not registered or not recording a change of address may not vote on November 3. Absent voters may cast ballots at election headquarters through October 31. Also, county commissioners will advertise bids for Ridgeville Lorain road improvement of 1.6 miles, estimated at $10,858.
Ohio forecast shows cloudy conditions with showers tonight and Wednesday, warmer tonight and in the north and extreme east portions Wednesday. General outlook for 36 hours remains unsettled with rain in the vicinity tonight and Wednesday, slight warming anticipated.
Two thousand school children heard Captain Art B. Hickox, a national safety expert, stress the Stay on Sidewalks program. He visited Roosevelt Gates and Jefferson Schools in the city and La Grange Penfield Wellington and Brighton schools in the county, urging safe street behavior and thanking the city's Safety Patrol. He praised the patrols and noted the automotive club supports sidewalk safety efforts.
Frank Fowler of Monroeville was elected president of the Federal Highway No. Twenty Association at Norwalk. Other officers include E. A. Sherrill of Oberlin as First Vice President and Dr. H. M. Donaldson, Bellevue mayor, as Second Vice President. J. George of Elyria serves as secretary treasurer. Charles Comings of Oberlin joined the board, replacing Sherrill on the board while Sherrill remains First VP. The group plans to meet Governor White soon, with Liy of Fremont chairing the conference arrangements. The directors reported strong interest and aim to expand an active program for the year.
Ray T. Miller, Cuyahoga County prosecutor, told Columbus Day banquet attendees that America faces rising criminal prosperity. He described gang chiefs who dominate cities, profit from bootlegging, and influence officials through campaign contributions. He warned that bootleggers use violence, threaten jurors, and evade enforcement as they profit from illegal liquor.
The Elyria Foremen's club outlined a 1931-32 season with monthly meetings from October 29 at the M Co A through May. The executive committee led by Arthur Hiscox and officers set plans for a county safety campaign, aiming to reduce Lorain County industrial accidents.
Two automobile crews seized Lizton Indiana for about ninety minutes. They severed telegraph lines, wrecked the interior with eight nitro glycerin charges, and robbed the Lizton State Bank of 3500 dollars. The bandits fled in two cars, eluding pursuit as residents awoke. Bank president Marion Bailey fired back. no one was reported hurt. The raiders also broke into the Big Four Railroad tool house to obtain crowbars used to force entry.
Edward Waters a former internal revenue agent testified at Al Capone s income tax fraud trial that he discussed income tax with Capone and did not report it to his superiors Judge James H Wilkerson ordered Waters held until the trial ends in Chicago on October 13.
In Shakopee Minnesota on October 13 deputies pursued two motorists who abducted Deputy Lester Brown near town. Sheriff Joseph C Weckman organized a posse as Brown was driven toward the Twin Cities to disrupt a planned First National Bank robbery. The pair lingered two hours before luring Brown into their car and fleeing.
Berlin bulletin reports Chancellor Heinrich Bruening outlining government policies before the Reichstag crowd and offering to resign if parliament demands a moratorium. He seeks a confidence vote to proceed with dictatorial powers for economic reform and foreign negotiations while condemning Harzburg rally rhetoric and denouncing Schacht's criticisms as dangerous to currency stability.
Akron Ohio October nineteenth flight test reports the airship Akron lifting at 6 40 am for an all day test of speed with ground crew on site at 4 45 pm appointment not announced. The second item notes the death of Bishop Theodore Irving Reese 53 of the Southern Ohio Diocese Episcopal Church at his Cincinnati residence after a long illness.
Across the nation a string of contract awards and sales gains highlight improving business conditions. Westinghouse secures a 1.4 million dollar transformer deal in Sharon. General Railway Signal wins a 2.3178 million contract in Rochester. Associated Telephone Utilities System adds over 1,200 new lines in Ohio.
Six persons were hurt in a motor collision on the Grafton road near Route 2 yesterday evening. Four are described as seriously injured. victims include Charles Blackford 38 once of Elyria with a fractured skull and multiple cuts, and Mrs. Blackford 23 with a fractured nose and two broken ribs. Driver T R Cookston 521 Lake Avenue Elyria and passengers Mrs. Ralph Cookston 53 with a fractured left shoulder and facial lacerations, and Mrs. Ross Hoeffel 47 with facial and scalp lacerations, all were admitted to Memorial hospital. Also treated were Ross Jackson 23 of Massillon and Ada Doing 35 of Canton. Blackford previously worked in the meter department of the Ohio Public Service Company and was transferred to Massillon about two years ago.
The Elyria Chapter of the American Red Cross starts its membership drive Monday October 19 through October 25 with Charles Snoble as roll call chairman. In fifty years of service volunteers have never failed to meet the need and today Mr Snoble highlighted this record.
West Orange New Jersey October Edison A A Howe reports Edison sleep through the night with only gradually increasing somnolence as the inventor nears the final stage of his illness. He has shown little change in condition despite ravages of the diet, losing little weight with no nourishment for 24 hours and only six spoonfuls of stewed pears in four days.
Elyria's Community Chest for 1932 is fixed at 85,000 a drop from 97,050 in 1931. The executive committee trimmed non charitable beneficiaries while boosting aid to Associated Charities Salvation Army and Elyria Memorial Hospital. Grants for YMC A YWCA and other groups were reduced, and campaign expenses were cut with substantial gratuitous service. The drive opens under Chauncey Smythe with Karl Ploeher as dinner chairman and a full slate of committee leaders.
The Young Men's Club observed Columbus Day at its weekly meeting held at the M C A. Rev W C Fowler pastor of the Church of Christ gave a lesson on the discoverer of America. Plans were made for the Ladle party to be held in October.

In Sandusky on October 13 Fred Kline age 50 died and John Thompson age 47 was seriously injured when their car skidded into a ditch after a wheel came off Both men were residents of Lorain Ohio.
James Karnik age 60 of 325 12th street Lorain died in St Joseph hospital at 1130 p m after being struck by a car driven by Dr Siffling Lorain police report Karnik was crossing Reid avenue at 12th street about 730 p m suffering a fractured spine and skull Coroner T A Peebles and Lorain police have not completed the investigation
