Officials outline a county wide reappraisal tied to 1962 construction costs and current land values. Taxpayers face no overall increase except schools will rise under a special statute set at 30 percent to boost school operating levies. Mitock notes the six year state mandated reappraisal follows prior 1956 costs and 1963 values.
In Columbia Ohio the school board pledges a 4.8 mill operating levy if approved on December ballot to last three years, despite a state law favoring continuous levies. The district faces an estimated 1971 1972 deficit of 85 000 to 95 000 and vows to cut costs if voters reject the levy.
Rescue teams and supplies race to East Pakistan as the death toll from last week’s cyclone in the Ganges delta reaches 148,116. Naval support from Britain arrives with Intrepid and Triumph carrying helicopters, landing craft, and crews to aid stranded survivors.

In Lisbon Ohio an armed ex convict kidnapped two police officers then chained them to a sink and fled with three hostages from Minerva. James Edward Kelley 42 of Cleveland held Patrolman Ronald Baracz and later abducted Detective Richard Klaes before releasing both officers unharmed.
UAW Local 780 members ratified both the national GM contract and a local agreement by 78 percent. If the national contract is approved, about 300 Fisher Body workers will return Monday with first shifts starting Sunday night. About 1,241 members voted at the UAW Hall as pickets remain until the national vote results are announced.
Detroit AP reports a nine week GM UAW strike near end as workers vote on ratification. If approved, the contract raises average wages to 12 000 to 13 000 by 1973 and allows resumption of production, though local agreements at Fisher Body Mansfield Ohio and a Warren Michigan Chevrolet plant remain unsettled. IUE ratified tentative terms, easing one hurdle, but two plants and 43 local issues still block full operations.
