Taft proposes easing school funding rules in Ohio
Gov. Taft backs relaxing school district finance rules to reduce textbook and maintenance reserves and drop the rainy day fund. Legislation by Rep. Jacobson and Sen. Gardner would allow deficits from catastrophic events to be covered by state funds under approved plans and introduce a fiscal caution category separate from watch or emergency stages. The Senate and House Finance Committees planned hearings as a response to the Ohio Supreme Court ruling on funding, and the bill would tie reserves to 3 percent of guaranteed state aid per student rather than total budgets.
