In Panmunjom Korea United Nations neutral and Communist officials staged walk outs during a stormy prisoner explanation session. Chinese captives rejected Communism by a record 98.5 per cent as interviews dragged out.
Unofficial returns show Blyine's two mill city levy failed to reach 55 percent by 104 votes with 2,693 for and 2,392 against. The measure would have raised about $175,000 annually, carrying in wards one three four five but failing in two and six, prompting concern among officials-elect about budget options.
Lorain County voters favored all nine constitutional amendments across 175 polling places. Bond issue for state highways passed 13 043 to 10 597, and creation of State Board of Education won 13 889 to 9 846. Other amendments show wide support for militia eligibility women in office court proceedings and WWI bonus repeal among margins.
The husband of former Elyrian resident Frances Golenchen was shot to death when masked men invaded his package liquor store in Los Angeles early yesterday. Sol DeBro, 47, leaves his wife and three children a 16 year old son and two daughters aged 11 and four.
Mrs. Kathryn Demar aged 44 died after sustaining burns to her entire body from a bed fire believed to have started when she fell asleep while smoking in bed on Tuesday.

C H Davis, long serving since 1944, fell to newcomer Hopkins. Love, a Brownhelm farmer, captured the last seat with 2 218 votes. Arthur J. Blackwell and Orville L. Knapp followed in close contention.
A large barn on Lear Road owned by William Brandstadt was destroyed by a fire yesterday at 3 45 p m. The barn held about 400 bales of hay 10 bales of straw 20 rabbits and assorted tools. The property has been owned by the Brandstadt family for four years awaiting coverage by the former farm.
Unofficial tallies show the Elyria Township local school district bond for a new fireproof building and site expansion failed 290 to 239 though 291 votes were needed. Advanced results list Carl E. Turner and John F. Koepp winning trustee seats, with others elected or defeated for school board and local offices.
Dag Hammarskjold asked for authority to summarily dismiss any American employee who invokes constitutional privileges to avoid testifying about subversive activity and fails to give a good reason for silence. He aims to tighten the secretariat to preserve its integrity and will present the proposal to the General Assembly for debate.
Wakeman again votes for a town water system after a prior invalidation. The measure passes 202 to 37. A five mill levy for school operation also passes 172 to 36. Four-year trustees named Charles Bement Hugh Griffin and Frank Hass. Two-year posts go to John Burke and Donald Hooker.

Secrecy tightened as the United States denied plans to store atomic weapons in Spain. Defense Secretary Wilson and Secretary Dulles denied broadcasting any storage policy and rejected Talbott's stated pledge to supply A-bombs to air units from Spanish bases.
In Kansas City a quick sentencing plan moves ahead after Carl Austin Hall and Bonnie Brown Heady pled guilty to federal kidnapping in the Bobby Greenlease case. A jury will determine the death penalty under the Lindbergh law, with a November 16 trial date and a venue of 125 western Missouri residents selected.
J Grant Keys a 36 year old World War II flyer and Democrat won Elyria mayoral race defeating Republican Gerald Martin 4849 to 3150. First Democrat mayor in 20 years dating back to 1931. Keys carried 3 of 4 precincts and all six wards including the Republican Third Ward. Council results show Democrats with four seats, Republicans still hold numerical majority. Other races solidified with Kenneth B. Lord reelected president of council and Carl Niemeyer unopposed as city treasurer.
Mayor J Grant Keys and council seats dominate the Elyria returns with multiple party winners. Key figures include Treasurer Carl Niemeyer 5208 votes and Solicitor Richard Baird 5131, while council at large sees Kellogg, Decker, Lugas, Wisniski, and Scott securing seats.
Florence Township voters rejected zoning Tuesday with 202 ballots cast 95 in favor and 207 opposed. David L. Daley an Elyria attorney was elected justice of the peace of Florence Township. Daley owns the Birmingham farm once owned by the late Gust Kolinski.
A 2 mill city levy failed and leaves Lorain County facing a funding gap for city operations. G Ralph Terry said the county election board reviewed the issue noting calendars may block or allow new levies. Total levy votes were 5 085 with mayoral candidate votes at 17 999 and about 3 000 not voting.
Wellington township trustees Earl B. Jameyson and Boyd B. McConnell appear to have won the trustee race over Ivan Smith with 364 and 283 votes respectively to 165 for Smith. In the village, Ralph W. Gray was named mayor and council members Claude M. Mohrman Fay M. Perkins William L. Rigo Alfred J. Weber Robert L. Young and Robert D. Gott won seats while Charles L. Skelton Carroll Wight and W. J. Peterson joined the Board of Public Affairs. Four candidates vied for three village school posts. Donald Shays Donald Swanger and John Corbett Walker won with Donald Drake the lone loser and filling the unexpired term.
Huron county became the first to report complete returns to the secretary of state on the nine constitutional amendments. The county, among nine with voting machines, sent its final tally at 9 30 p m, three hours after polls closed, with non machine counties following later.
Washington reports Gen. George C. Marshall, aged 72, is in satisfactory condition at Walter Reed Hospital. Doctors note a good night and no fever, though no discharge date is given as inflammation continues to be treated.
