Soviet bid for Western investment expansion plan

Bush weighs aiding ailing Soviet economy extended credits

The Bush administration plans to extend for a year the Soviet Union score legal eligibility for bank and agricultural credits as it weighs how far to go to aid Gor by revamping his faltering economy. If Congress does not disapprove the move could spur a new trade pact with Moscow and ease barriers on Soviet exports. Gorbachev has sought 100 billion in aid from the democratic world arguing a Soviet recovery would bolster global security. Bush will receive Friday a report on perestroika from Primakov and other Soviet officials.

EPA delays report on tobacco deaths in secondhand smoke

An EPA official indefinitely delays release of a report asserting 53000 annual tobacco related deaths among nonsmokers, including 37000 from heart disease. The document, prepared as an informational cross agency review, faced industry lobbying and questions of official EPA approval and validity.
