House panel likewise rejected rate increases, proposing a stamp rise from 6 to 8 cents and higher second and third class rates, with differences over retroactivity and congressional veto provisions. The bill would create a nine member presidentially appointed postal governors board to run the service, and an independent five member rate commission to set national rates.
