City workers in Elyria continue their week-old strike as a 15 percent across the board pay raise proposal faces sharp union opposition. The council passed a 1 percent income tax on first reading, with a second bargaining session planned to resolve terms.
Mayor Leonard P Reichlin said during pay raise talks that the city is considering a deadline or job suspension for absent employees. He warned if unmet, workers may not want their jobs and noted voluntary returns are possible, with staff cuts and contracted services back to balance a 30 percent raise over years.

President Nixon’s proposal to convert the Post Office into a government operated corporation was finalized and sent to Congress. A White House briefing for Postmaster Winton M Blount outlined a seven member board led by a manager with cabinet level pay, but without cabinet status.
Lorain County will close all public offices on Saturdays under a new policy. Treasurer J. Grant Keys said offices will then open Mondays to Fridays from 8:00 a.m. to 4:30 p.m., with certain offices kept open during peak times such as tax collection and auto license deadlines.
Safety Director Tracey and City Auditor Maywood ordered striking Elyria city employees to submit a doctor's certificate or notarized affidavit to justify any sick leave. The rule, drawn from city ordinances and union contract, targets about 260 workers and applies to illness longer than three days.
Three Seattle police officers were shot and nine others injured during a daylong outbreak in the Negro central district. Tear gas and nightsticks quieted the violence as 35 people were arrested. BSU protests at Seattle Community College led to resignations and a governor’s aide promised a Negro trustee appointment. In Denton, Texas, a rookie officer discharged his weapon accidentally wounding a student and a bystander during a campus incident. Police detained nine black youths and recovered weapons and incendiary materials as crowds peppered the streets with bricks and firebombs.
Apollo 10 astronauts Thomas Stafford John Young and Eugene Cernan return to Houston after eight days in space and prepare debriefings to determine when Apollo 11 can depart Cape Kennedy for a moon landing. Officials say the July 16 blastoff may shift pending their findings.
Neil Armstrong while training near Cape Kennedy hails Apollo 10 as showing the job can be done for lunar landing. He notes Apollo 10 has proven the path and says preparations for July 16 launch with Collins and Aldrin proceed.
