Hawaii Debates Flogging Issue At Oahu Prison
Flogging has been reintroduced at Oahu prison triggering public controversy over corporal punishment. Acting Warden Joseph Ordesstein ordered 30 lashes for inmates Charles Cooper and Julian Eugster after defiance of routine, with six lashes given first using a cat o nine tails. If behavior fails to improve, more lashes will be issued periodically up to a total of 24. The case recalls Lucas Candido whose whippings followed escapes and led to territorial circuit court review on habeas.
