Burger urges mandatory prison education and guards training
Chief Justice Warren Burger called for mandatory inmate education and guard training to curb crime. In a George Washington University address he urged read/write/arithmetic courses for prisoners, mandatory vocational programs, and a national academy of corrections. He warned of high crime costs and praised expanded law enforcement and prison upgrades.
