Washington May 22 Two or three months delay in naming the Supreme Court successor to Willis Van Devanter was seen as possible as President Roosevelt outlined his legislative program. He told reporters that reports on who would be named and when were speculation and noted constitutional limits. The Senate Judiciary Committee prepared an unfavorable report on the Court Reorganization bill, to be submitted in about a week. Rulings on Old Age Pensions and unemployment insurance, part of the New Deal, were awaited and could influence the nomination. The president can fill vacancies during a Senate recess, but the appointee could be removed if not confirmed by the end of the next Senate session. The court will recess June 1 and meet again in October.
