EPA data show U S factories released 5.7 billion pounds of toxic chemicals in 1989, an 18 percent drop from two years earlier. Ohio emitted over 358 million pounds, down from 366 million, with air releases down 7 percent, water up 5 percent, and deep-well disposal up 3 percent.
