A stalled round in teacher pay negotiations ends without a wage proposal. Union leaders and district officials blamed lingering disagreements over step increases health benefits and funding sources. No immediate plan for resumption was announced.
Elyria Education Association declares impasse after 16th negotiating session with the Elyria City School Board. A federal mediator may be sought within 10 days to urge resolution. Costs in pay offers show the gap, with the board proposing 9075 next fall and 9425 the following, while the union asks 10200. The group warns of possible strikes if no agreement by the August 31 deadline.
President Carter signed a 1 billion public works measure to create 600000 jobs and approved 20 billion in revenue sharing funds. The ceremony in the Rose Garden attracted congressional and labor leaders, governors, and mayors as the economy shows cautious recovery. The Labor Department projects at least 300000 construction jobs and 380000 related posts.
In a May 9 speech in Peking, Defense Minister Yeh Chien-ying warned of an imminent global clash between the United States and the Soviet Union, urging China to accelerate interior industrial buildup. Hua Kuo-feng echoed the warning, stressing war readiness and rapid economic development as priorities. Texts released by Xinhua contain the speeches.
U S District Judge lets stand a new trial order for a convicted slayer after taped interrogations show Papp refused talk to police. Hogan must review tapes to see if they affect a prior ruling while appeals panel weighs whether Roxie Aan Keathing’s body is admissible and whether other statements should be excluded. The Supreme Court in Williams vs Brewer allowed admitting the recovered body as evidence, though not ruling out its use. Papp requested an attorney during two interrogations, and the case moves to a local prison until the appeals court decides.
Elyria parks axe major summer programs amid a sharp funding and staff drop. Prospect Street Recreation Center activities end and Cascade Park pool closes as the board trims to self sustaining offerings.
Helen Gallagher of Ryan's Hope and Val Dufour of Search For Tomorrow won outstanding actor and actress in a daytime drama series at the Fourth Annual Emmy Awards for Daytime Programming in New York. Phil Donahue received best host for a daytime variety or talk show, thanking the audience for a ten year effort.

Procter & Gamble cut the wholesale price of Folger ground coffee by 25 cents to 4.18 a pound, the first reduction since last July. The move follows ongoing drops in green coffee prices and comes as retail prices remain elevated due to 1975 frost damage in Brazil and other global disruptions. World production is not expected to normalize until 1978 79.
