Azaleas bloom from WPA rooted labor story in Norfolk garden
Norfolk Botanical Garden now spans 155 acres with one of East Coast’s largest azalea collections. In 1938 about 200 black women cleared 25 acres under WPA relief, facing bugs and snakes, to create a garden intended to rival Charleston and attract travelers from the airport. Despite disapproval, the women’s backbreaking work produced thousands of azaleas, rhododendrons, and daffodils that survive today.
