Lorain mayor proposes budget with auditor cuts
Lorain City Council debates an 83 million dollar 1998 budget proposed by Mayor Joseph Koziura that would cut the Foltin controlled data processing office by about 160 thousand dollars while other departments gain roughly 4 percent. Foltin and Scherach criticize the move as an assault on control, and council considers supplementing the gap with hospital insurance fund surplus amid tensions over spending and rainy day funds.

Video phones to aid border checkins at Lake Erie docks
The INS will install 14 videophone checkin stations at Ohio docks including Lorain to simplify face to face reporting for boaters returning to the United States. The plan follows years of effort by Rep. Paul Gillmor and Rep. Steve LaTourette to ease the I 68 paperwork and provide an alternative to the unpopular I 03 program. Demonstrations set for April 9 feature INS officials explaining how the system lets inspectors handle multiple sites with fewer staff.

Attorneys clash over rates in Elyria case billing
In a Lorain County hearing before Judge McGough Burney argued that Zagrans' hourly rate of 175 dollars for himself and 100 dollars for associate Joshua Marks is excessive for the area. He questioned paying for Marks’ sophisticated computer presentation during a seven day trial and estimated Elbert’s total fees at 30,000 to 40,000 dollars for work by Burney and Dale Naticchia. City officials settled their portion of the suit against the LaFarciolas and Elyria early in the trial for an undisclosed sum.

Board endorses state Issues 1 and 2 on May ballot
May board meeting endorses both state issues to aid public school funding. Issue 1 would let districts use revenue bonds for construction, aiming to cut interest costs, with projected savings over 110 billion over 20 years. Issue 2 proposes a 1 cent sales tax split to fund schools and provide homeowner property tax relief, potentially cutting local taxes and adding 550 million for schools over four years.
