The slow migration reflects limited opportunities and fewer supportive networks outside cities, though minority numbers inch upward while white residents decline overall. The overall white population decreased by 462 from 1980 to 1990.
Iowa authorities prepare three riverboat casinos along the Mississippi offering slot machines gaming tables live music buffets and shops. Cruises run from Dubuque Davenport Bettendorf and other ports from April to October with dockside play allowed November through March.
John E. Connelly, Pittsburgh riverboat magnate and owner of the President Riverboat Casino in Davenport, expects a surge of high-rolling patrons as riverboat gambling begins on April 1 along the Mississippi.
