Board launches 10-year Mental Health levy campaign
The 648 board launches a ten-year renewal of the six-tenths mill Mental Health levy on the June primary ballot. Polly Boyd is named general chairwoman. The levy would raise about $750,000 annually for 648 and avoid higher costs for typical homeowners. In 1977 about 10,514 people were served by 12 agencies.

Black River schools cut teaching staff and textbooks
Black River School District adopts a 1.7 million dollar budget with a very minor teaching staff reduction and no new textbook purchases except 500 dollars already ordered. Administrators face cuts as CAUV and tax rollbacks shrink revenue, depleting the general fund carryover and delaying any new operating levy until further study.
