Carter unveils 8.3 billion urban aid plan

President Carter unveils an 8.3 billion urban strategy to aid distressed cities and promote healthy growth. Miners Return to Pits After 30 Month Strike

Most of the nation’s soft coal miners put on hard hats and returned to the pits for the midnight and 8 a.m. shifts, the first time in 30 months. About 160,000 United Mine Workers members ended the strike, but several mines stayed closed. Construction workers sought a separate agreement as picket lines formed in several states. Negotiations between miners and operators paused briefly before resuming in Washington. Absenteeism dropped sharply, with high turnout at Westmoreland and U S Steel mines, though some Helvetia coal and other mines did not reopen. In Homer City, miners protested at Helvetia Lucerne No. 6 gate over lost pay and the return bonus.
