Ohio will relocate the death row from Mansfield to the Youngstown supermax in summer to cut costs. The plan, tied to budget needs, would reduce Mansfield staff by about 100 and shift workloads to Youngstown, with no layoffs planned. The move follows earlier relocations and involves concerns from public defenders and civil rights groups about isolation and access to counsel.
