Metcalf Malone Bill Faces Rail Crossing Tax Fight

State Rep George M Hook Jr predicts a bitter battle over railroad crossing protection as House Bill 317 advances. The measure would levy a $1 annual auto license tax to fund the state's 85 percent share, but Hook says it will likely be revised to a 50-50 cost split with railroads. He notes the 85-15 proportion stems from a Tennessee case cited before the U S Supreme Court and says many states avoid grade separations due to the expense. Hook promised swift committee action and suggested Metcalf may drop his sponsor role if the 50-50 split becomes law. He criticized Rep Martin Calvin for an "underhanded" floor blast and cited a 12-year effort to advance crossing protections.
