Eisenhower warns Soviets would be fools to start war
Gen. Dwight D. Eisenhower told Senate Armed Services and Foreign Relations committees in secret Feb 1 session that Soviet leaders would be fools to initiate war with the United States and that the U S would use the atomic bomb instantly if needed. He cautioned against overrating Soviet strength and said Western forces could defend Europe with fewer troops than the Kremlin. He also warned satellites could weaken the Soviet bloc during war and urged flexible troop use rather than fixed ceilings balancing pact aims within two years.
