State Department lifts ban on Gelb
A State Department official rescinded the ban on Times reporter Leslie Gelb and urged reporters to help address leaks. Lt. Gen. John T. Chain Jr. said Gelb’s article on nuclear weapons contingency plans damaged national security, but lifted the ban to focus on substantive issues. The Times and others disputed the claim, noting the piece described plans for nuclear deployments in Canada Iceland Bermuda and Puerto Rico. Secretary Shultz had previously endorsed the ban while asking the Times to withhold publication.
